I'm unable to transfer data even when the iPad is nearer to the new iPad.

”Bring device closer to complete transfer ” comes up and iPad is close to new iPad.

Both devices must have Wi-Fi turned "on". The old iPad must have Bluetooth turned "on".

Be sure that Bluetooth is “on”, on both devices and you are signed in to Apple on both devices Maybe this will help 😊
