Limit Adult Websites - Never Allow no longer working

With iOS 17.5.1 and 17.6 on iPad (6th Gen) Safari, Screen Time’s Web Content > Limit Adult Websites’ Never Allow list is no longer working. There is a new menu item that I notice in the Settings app App And Content Restrictions option Store, Web, Siri and Game Center Content.

An example of something not working in the Never Allow list is:

youtube.com

The YouTube site is accessible as if Limit Adult Websites is set to Unrestricted.

The only other thing I can think of that may have affected it is that I have used Screen Time’s Downtime feature for the first time recently.

How can I get this working again? I tried closing and reopening Safari, restarting the iPad and updating iOS to 17.6.
