My fiance can’t get her grandmothers text and we’ve been trying to figure out what the problem is with this can anyone please help

in your iPhone settings/ messages / send as sms all those options must be enable and if you didn’t receive any texts from other devices call your carrier and request to unlock the sms in your cellphone service
There is no way to turn SMS on or off from you iPhone. You will need to contact your carrier.

That setting doesn't turn SMS messaging on or off. What it does is, if a message sent as an iMessage doesn't go through, the phone will automatically re-send it as an SMS. But, if SMS isn't working on the phone, that setting will do nothing.
You can also send SMS messages to Android phones even if that switch is disabled. You can test that for yourself.
