I am upgrading from an iPhone 11 to an iPhone 15. My question is: should I activate my new iPhone 15 first or transfer all my data from the iPhone 11 to the iPhone 15 first or doesn't it mater?

I would recommend that you transfer the data from your iPhone 11 while you are setting up your new iPhone 15. If you set up your new iPhone before transferring over your data, you will have to reset it again to transfer the information over from your iPhone 11.
