Do NOT freeze your watch. You can permanently damage it.

Try a forced restart: To force restart, hold down the side button and the Digital Crown at the same time for at least ten seconds, until the Apple logo appears.

To resolve an Apple Watch boot loop, follow these steps: Force Restart, check for updates via paired iPhone, unpair and re-pair the watch, and restore using recovery mode. If the issue persists, contact Apple Support for further assistance. Additionally, check the battery and ensure the watch is clean to prevent debris from affecting performance. If none of these steps resolve the problem, consult Apple Support or an authorized service provider.

How is the OP supposed to know how to do that if you don't tell them?

Additionally, check the battery

Please explain what you mean by "check the battery." The Apple Watch battery is not user accessible. And, if the watch is in a boot loop, the OP has no way of gong to Settings>Battery>Battery Health.
