how do i update software to version that is not popping up and phone says my ios is up to date?

I currently have version 16.1 and need to upgrade to version 17.6 but it’s not an option when I look to do the upgrade.

iPhone 8, iOS 16

iOS 17 requires an iPhone XR or newer. If you have an iPhone 8 as your post seems to indicate, you will need a new phone if you need ios 17.
