Touch ID fails before I even touch it

I got a new Macbook Pro M1 yesterday and one of the first things I tried to do after setting the computer up and my Apple ID was to go into settings, into 'Touch ID & Password' and add a Touch ID for the laptop. However the instant I press 'Add fingerprint', I immediately meet up with this screen. It doesn't give me the chance to even put my finger on the fingerprint sensor. If I press start again, I get met up with the same screen instantly again. How do I solve this issue?

MacBook Pro 13″, macOS 13.6

Try and boot the Mac in the safe mode to see if you can set up Touch ID in the safe mode

Start up your Mac with Apple silicon in safe mode

  1. On your Mac, choose Apple menu  > Shut Down.
  2. Wait for your Mac to shut down completely. A Mac is completely shut down when the screen is black and any lights (including in the Touch Bar) are off.
  3. Press and hold the power button on your Mac until “Loading startup options” appears.
  4. Select a volume.
  5. Press and hold the Shift key, then click Continue in Safe Mode.
  6. The computer restarts automatically. When the login window appears, you should see “Safe Boot” in the menu bar.
