The 80% limit is not meant to only charge your iPad to 80% and never past that; that is not a setting available. Your iPad learns what time of day you charge it to help reduce battery aging by minimizing the time that your device spends fully charged. For example, if you plug your iPad in at night, it will charge to 80% when plugged in and then start charging past 80% in the morning before it thinks you will be likely to use it again soon and need that extra charge. If your charging routine is not as predictable as plugging in your iPad every night, you will see that sometimes it stops at 80% and sometimes it keeps charging to 100%.

With 80% Limit enabled, your iPad will occasionally charge to 100 percent to maintain accurate battery state-of-charge estimates. So, it sounds as if what you're seeing is normal.
That's not where I got it from but it a a good explanation nonetheless.
Batteries can be confusing. The best advice I can give is not to micromanage them. Turn on Optimized Battery Charging and charge your battery whenever it needs it or whenever you feel like it. The only time you need to look at battery health is if your iPad is malfunctioning or if the warranty is about to run out and you want to check to see if the battery health has dropped below 80% and needs to be replaced.

I know that is the way it works with iPhone, but on iPad the wording is different from the iPhone and on the 80% *Limit* clearly explains below the control that “iPad will only charge to about 80%”. Period.
So either your explanation is wrong or the label is wrong.
