Set up error EDS 4014

I've had an Apple Watch SE for a month now, spent hours on the phone with customer service and it has never connected to the carrier. I have only recently been able to get it to try... previously it wouldn't even give me the option. And I get error code EDS 4014

Mobile services setup with Apple Watch. Won’t let me connect to mobile services when setting up my Apple Watch. Has paired with phone but ‘cellular data’ isn’t working. Error code 110. move contacted my service provider and they say it should pop up with a screen to log on to set it up but the watch won’t connect to the logging in screen. I just get a ‘whoops’ something went wrong error code 110. have reset both devices and unpaired and repaired them still won’t work.

The number 4014 is familiar on error messages related to iPhone. Perhaps this applies.
