My iPad 9th gen has a weird problem. Whenever I restart it, for the first 5 minutes, the volume buttons work fine. But then sometime later, the iPad thinks I keep pressing the volume button down and therefore can’t use the volume buttons. Any help?

Are you using a fitted case with your iPad?
If so, try removing and/or refitting the case - as the case itself may be physically interfering with the iPad's volume control buttons.
