Apple Pay stopped working on iPhone 15 Pro Max

apple pay worked for few weeks only then stopped working for sll my four cards from 3 banks.
I have opened cases with banks and master card and visa but they gave statted no issue on my cards
I have multiple cards from different banks all of them same issue which is could not add card( card not added please contact your card issuer.
findings;
I have found that Apple is using a device trust score to judge its customers ( i have the proofs in screenshots) and my banks all of them are saying the same reason that my device trust score is very low, which is why Apple is refusing to add any cards despite this is a new phone and new new account and I’m having all the security features required on my phone plus it’s official phone bought from apple in United Arab Emirates where I stay
troubleshhooting steps done :
i bave spent more than 20 hours thru different calls with apple support and spent2 months on my own trying to fix it.
I have also went to apple shop in UAE abu dhabi and they could not help
I have updated my phone to latest update 17.6.1
I have done network reset and removed most of my apps
I have also disabled lock and enabled again
I have sign out if apple id also
I have reseted my network amd factory defaults settings as well
Also i restored my phone to factory software thru my pc and tried to use apple pay with out backup restore my data but it didnot work.
I have tried the same cards on different phone and its working on other phones
The banks are saying that your phone will never work so you have to replace .
I have spent multiple hours with Apple Support with mire than 15 calls but no luck they keep saying nothing wrong.
I need someone to please to assist me to reach a very high-level of Support and Apple to fix this issue or somebody can help me to find a way to reach the higher management to complain about this so I can replace my phone iPhone 15 Pro Max
