Scroll to Top as iPhone Default

It is incomprehensible that users do not have the ability to disable *scroll to top.*

The annoyance level is of this feature, without the ability to modify it, is significant. It is far too easy to trigger it when it is not desired, and it becomes a distraction rather than a convenience.

Why has Apple not. addressed this problem?

What feature are you talking about? In what app?

Possibly because Apple doesn't consider it a problem? But without a better understanding of the problem I can't even begin to guess. You can let them know your thoughts on the matter here:
