How to recover the missing Notes after updating to iOS 17.6.1?

I updated to iOS 17.6.1 this morning and all my notes from the past two years are missing. Last note is from 7/26/22

Open the Notes App. Tap Folders at the top left. See if you have a folder named Recently Deleted. If you do, tap there and if your missing notes are there, you can restore them. Also make sure you have checked All iCloud or any other folder which you may have stored your notes.

Do you sync notes with iCloud? To know, open the Settings App. Tap your name at the top, then tap iCloud. Tap Show All and look for Notes to see if it is turned on.

I do not have a "Recently Deleted" folder and I did not delete any of them. I didn't make any changes beyond updating the iOS and now 2 years worth of notes are gone.
