Touch screen input whilr charging

Are you using the cable that came with the phone? Or an old one. If you're using an old one, it's possible that the cable has gone bad. Weird though it may seem, a bad charging cable can cause touch screen issues. Try the new cable and see how things work.

Also, update the phone to iOS 17.6.1.

If it's not the cable, you should return the phone. If you got it from Apple, you have 14 days to return it. Don't make an appointment with the Genius Bar, don't ask to have the screen replaced. Just return it and get another one.

Are you using the cable that came with the phone or a 3rd party cable for charging.

That particular behavior is typical of a bad charging cable or faulty power source.
