Export Frame from Video not working in Ventura

In Photos on the Mac running Ventura 13.6.9, Export Frame to Pictures is not greyed out but when clicked does nothing. Not sure what is wrong, but others have reported this in previous threads. If anyone can help or has a workaround that would be great.

I tried this, and I also thought nothing happened. But apparently "Export Frame to Pictures" means to export a copy of the frame to the Pictures folder. When I looked in my Picture folder,

there it was!

This was in Sonoma, but is this what happened with you?

hmm, works for me in Ventura 13.6.9: dbl-click to open a movie > File > Export > Export Frame to Pictures -- exports the desired frame to ~/Pictures as .tiff.

Does it work for a plain vanilla new .mov from iOS/iPadOS? Does a detour to safe-boot fix it? Is the Photos library on a APFS or MacOS Extended (GUID) volume?

Remove all 3rd party virus apps (Avast, AVG, Bitdefender, Intego, MacAfee, Norton, ESET NOD32, Trusteer etc) and 3rd party "cleaning", "optimizing", "speed-up" apps (CleanMyMac, MacKeeper etc). They produce only obscure errors.
