Cannot connect external device without rebooting MacBook Pro Ventura

I cannot connect an external device (printer, SSD drive, HD, thumb drive) to an M2 MacBook Pro running Ventura 13.5.2 without rebooting the computer with the external device connected. Suggestions to fix this?

On a 2022 and you are running Ventura(?)— the current is macOS 13.6.9 — I would start there

On a 2022 and you are running Ventura(?)— the current is macOS 13.6.9 — I would start there
