Apple TV shows me multiple movies + shows are free to watch on my phone but I have to buy them on my TV?

So I recently got Apple TV on my phone and I could see a lot of things that simply said “play” so I didn’t have to pay for anything nor does it charge me. But when I got Apple TV on my Samsung TV (which has the app downloaded and everything) it says I have to pay for the movies even though it’s logged into my account. I’m really confused.

ex: The movie “Saw” is free to watch on my phone but when I go to watch it on my TV it says I have to either rent or buy it.
