My contacts app disappeared, and none of the calls in my call history, nor my text messages, are associated with contacts anymore. I went to download the Contacts app and was only given the option to open it, not download the app. I also tried resetting my Home Screen

That means that you did not delete the Contacts app, it is still on your phone. Go to the App Library, find it and drag it to where you want it. When you tap “open” do you see your contacts? If not, what disappeared is your contacts database, which is completely independent from the Contacts app. It syncs from your email account or accounts, so if anything goes wrong with email your contacts will also disappear.
