New Tab window not opening when a link button on safari is clicked
I'm using an iPad and when I click a button on a safari page, it is supposed to open in a new tab window, but nothing happens.

Try touch-and-hold. This should open a menu - where you can select Open (to open the link in the current tab), or Open in Background (opens the link in a new tab).
You may also see other options, including Open in New Window and Open in Tab Group.
