I bought these app for my laptop & my phone and my brother phone .

Your purchases are tied to your Apple ID. When you set up your new device using your backup or quick start, your apps will then download on the new device. If you’re trying to have created a new ID, your apps will cannot move the apps to the new ID. It’s generally not a good idea to create a new Apple ID but rather to change it if one must.
