i did a factory reset on my macbook pro 13-inch osx ei captain then i had an error cod 403 couldn't download it and now the screen keeps on showing a file with a ? on it

Recovery (both M1/M2/M3 and Intel) — How to reinstall macOS - Apple Support
from Internet Recovery (Option Command R) and from the dropdown menu: Utilities> Disk Utility> run the First Aid on your Macintosh HD, Container, (and the "Macintosh HD-Data" volume as well) If errors are found and repaired, run again until no errors reported.
