That Mac may be activation locked: Activation Lock for Mac - Apple Support, in which case it will be useless to you or anyone else, until whoever locked it unlocks it.

You’ll need to enter your recovery key
Computer stuck in macOS recovery assistant. Don’t have recovery key and startup disk won’t accept password.
