I am trying to add an email address to a custom domain, but am getting the message that I cannot because the email is already in use with another Apple ID. I forgot I had an Apple ID with that email address, so I deleted the Apple ID. However I'm still getting the error message (a month after I requested deletion of the Apple ID).
I firmly believe that an email previously associated with an Apple ID cannot be reused with another Apple ID, even if the other Apple ID has been deleted. Quoted from Apple Support

No, once your Apple ID is deleted, you can't use the email address that you used with it to create a new Apple ID for as long as Apple retains a hash of the email address. Also, if your primary Apple ID email address is with a Custom Email Domain, it can never be reused to create an Apple ID after your Apple ID is deleted, even if the domain ownership changes."
