Why Live Photo is ON every time I take a picture even though I turned it off?

I have my preserve settings for Live Photos turned off, yet every time I take a picture the Live Photo is back on. Any other places to check if the setting is enabled in another location? I have also turned it off when I’m taking pictures and it will turn back on as well

Set Settings > Camera > Preserve Settings > Live Photo ON. In Camera set Live Photos OFF. And do not turn Live Photos back ON with fiddly fingers when taking pictures.
