I've bought an ipad air 6 since July when the apple education discount is going on but did not use the apple education discount, was wondering if I could redeem an apple pencil now using the discount on my Ipad?

Discounts, where offered, are available at time of purchase - and cannot be applied retrospectively.
If purchased directly from Apple, you generally have 14-days within which Apple will unconditionally accept return of an undamaged device for exchange or refund. This opportunity can sometimes be helpful in being able to return for refund - and then make a new purchase with benefit of a discount/offer where available.
As you are significantly beyond the 14-day returns period, this won't be a viable option for you.
