Interesting problem. if battery is disconnected and smc reset (power button for 15 seconds) then the charger will show orange and laptop will boot off power. if (new) battery connected charger flashes green for 1 mili second and goes off. laptop starts on battery but doesn't charge.
Earlier Mac models
Could be one of several possibilities. The most likely is a bad or loose I/O Cable. I have found that the I/O Cable & I/O Board tend to suffer from accidental liquid damage as well. I am assuming that the new battery is good, but the quality of third party Lithium Batteries is extremely poor so a new third party battery is not guaranteed to be good or reliable.
You may also want to unplug the power adapter from the electrical outlet for a minute to reset the power adapter's internal circuitry. And review the following Apple article:
