My older iPhone 13 died on me and Apple Support confirmed it will not power on. If I were to buy a new iPhone directly from Apple online, can I return it within 14 days and avoid any restocking fees? I've seen some things online about a 25% fee as well.
Curious how to best handle as I was already planning to purchase the newest model after the 9/9 event and may be content just using my MacBook for the time being.

There is no restocking fee if you return and its accessories in the original box within 14 days.
Although there is a 14-day return window for iPhones purchased directly from Apple, it doesn't seem very sporting to take advantage of it for a phone that you know, for certain, that you are going to return.
That's essentially renting the phone without paying for the rental.

Keep in mind that, even if Apple announces a new phone on September 9th, it probably won't be released that day. I think last year it was about a week before it was available for pre-order. And only the people who got their orders in with in the first minute or so got their phones within a couple of days. Most people had to wait. For some of the more popular models, they had to wait a couple of weeks.
