Can't Reinstall MacOS from any option on MacOS Utilities page

I have an iMac (21.5-inch Mid 2011) that was gifted to me that is stuck on the MacOS Utilities page. I have tried all the options and worked over chat and over the phone. I have tried internet recovery and changing disk settings. Anything else I can try?

Does the iMac present any error message or feedback when the process fails?

If you have access to an external USB hdd – not a flash/thumb drive – you can try to install OS X to that rather than the internal drive. If that Mac still has its original internal hdd, then it's very possible that that old drive is failing or failed. Using an external USB drive might be a way to bypass the internal drive.
