Can a found iPod be unlocked without the original owner's info?

I found an IPOD at the recycling center in mint condition. It is locked as I am not the original owner. I have used Itunes to reset it but the reset does not stop the device from going to Apple and asking for the original owner's info. What are the chances I can make use of it by getting it unlocked if that is even possible? Or should I give up and just put it back in the trailer at the recycling center?

Close to zero.

Yes, but not by someone other than the actual owner.

Probably. You can probably sell it on ebay for parts, but you will need to disclose its Activation Locked.
