What if my iPhone battery dies, and I have a Wi-Fi connection with cellular turned off, Will I still get calls and texts? Or do I still have to have cellular on?

you can get facetime video and audio calls and imessages
but not normal cellular calls or real sms's as with only wifi being on then it has a presence on the internet, but that would not enable your old aunt to call you from her old landline phone as that has no presence on the internet at all only the normal phone system (including cellular)
