Unable to group two specific apps into a folder on iPhone 15 Pro

I’m trying to get two apps to group together but when I put them together one of them will just get out of the way to make space for the other app. It’s so annoying and I haven’t been able to group those apps so I have one page with only one app.

That sometimes happens to me when the app I'm trying to drop another app onto is at the end of a row. Sometimes I need to try several times. Another option is to first move the app that you want to drop onto to the middle of a row and then drop the other app onto it. Then if you wan the folder at the end of the row, move the folder.
