Does 'Notifications Silenced' in Messages mean I am blocked?

So one of my ex friends blocked my number but it says they have there notifications silenced and I tried to text them and it showed nothing so I think I’m blocked but I’m not sure…

You will note in that article that all it says is it "could" mean you are blocked. You will also see that they say this:

Unfortunately, there’s no way to be 100% certain you are blocked without simply asking the person who has blocked your number

If you are going to count on a message turning green meaning you are blocked, then you are in for a surprise because that will happen whether you are blocked or not. If it has not happened to you yet, it will. I would not count that as a sign. Accusing someone of blocking you for this reason is only going to be problematic.

Nope. You will have no way of knowing if someone has blocked you. There will be no indication on your device and everything will appear like it normally does, the receiver just would not get any messages/calls from you if you are blocked. Using the lack of a "Delivered" message to determine if you are blocked will not work either, because there are many reasons why a message will not show "Delivered".

If someone has notifications silenced, that means they have Do not Disturb on. Do Not Disturb can silence calls, alerts, and notifications.

This doesn’t mean you are blocked, but instead your recipient does not want to be disturbed with notifications. If your past few messages don’t have any status beneath them, it’s very possible you’ve been blocked.

it could mean that the recipient has iMessage turned off.

It could mean that the service is temporarily unavailable.

It could mean that the recipient is out out cell range

I would prefer to stick to the facts when a user is asking whether they are blocked and agree with article that: there’s no way to be 100% certain you are blocked without simply asking the person. That would be my recommendation as well.
