Your Apple ID can only be used on devices running iOS 15.0 or later.

I have an older iPad Air and I get this message when I try to sign in with my wife’s Apple ID. But using my Apple ID I can sign in. It’s running 12.5.7, and that’s the latest update available.

Has you wife have enabled Advanced Data Protection and/or Account Recovery features on her Apple devices?

Settings > [Your Name / AppleID] > iCloud > Advanced Data Protection

If either of these features have been enabled on any devices that are running iOS/iPadOS 16.2 or later, you will not be able to sign-in with your Apple credentials on any devices that are not running iOS/iPadOS 15.x or later.

If you disable iCloud Advanced Protection on all related devices, you should be able to sign-in on your older iPad.
