When using my mac book and I download a PDF, I am given NO OPTIONS to save the document except the mystery location where my files go! I want to SAVE AS so I can direct the file to where I want it. There is no option except using a four key shortcut which took me a long time to discover. I hate the Preview app but I'm not permitted to delete it. How can I get control over where Preview saves my files??

You have many options. Refer to Save PDFs and images in Preview on Mac - Apple Support.
One such option is to press and hold an Option key while selecting Preview's File menu. The "Duplicate" menu selection will become "Save As..." while that key is pressed.
Or, use ⌥ ⇧ ⌘ S if you are so inclined.
