iphone texts not received from android over wifi

 Hoping for some help with an “iphone not receiving text messages” issue!  Here’s the situation:

·     The phone is in a no-cell reception location (but IS able to receive and send email, phone calls, using the location’s wifi).  AT&T is the carrier.

·     Text messages from iphone users come through fine (blue bubbles)

·    Text messages from android users (green bubbles) AND text messages for codes sent for two-factor verification DO NOT come through.

·     When I move the phone to an area WITH cell reception, all of the android texts and code texts come in, all at once.

BUT:  Android texts being sent to a friend’s iphone (that is also on AT&T), in that same NO-CELL RECEPTION BUT ON WIFI CALLING location, ARE being received on friend’s iphone just fine.  Given the success of

friend’s iphone receiving android text messages via the same wifi, it seems like it is some setting on MY iphone, not an AT&T issue.

·     “active armor” on

·     Cellular data is ON

·     Wifi calling is ON

·     Cellular data roaming is ON

·   iMessage is ON

·     MMS Messaging is ON

What I’ve tried so far:

·  Turning SMS off and on

·   Restarting phone (hard restart, not just off and on)

·   Turning wifi calling off and on

·   Turning airplane mode off and on

·   Turning spectrum cable off and on

·   Turning separate router off and on
