Maybe someone here can assist me. iPhone 12Max Pro keeps turning on "Silence Unknown Calls" by itself. I turn it off and it turns itself back on within an hour or so. I have no call blocking service or app on the phone. The Ring/Silent switch is not in the silent position. All other settings are where the should be and I am not using any 'routines"...
Any help would be greatly appreciated.

Is this an iPhone issued by an employer? Have you checked the Shortcuts app to see whether there is any automation created to keep the “Silence Unknown Callers” switch to ON?

Have you tried and Force Restart your iPhone EXACTLY as shown below and see whether that resolves the issue:
