If Apps Reappear:

A. iOS Builtin Apps:

What's the apps? Builtin apps cannot be deleted, as they are part of the iOS.

B. Screen Time Being the Culprit:

This may just not be allowed, if screen time is enabled.

  1. Go to: Settings
  2. Tap: Screen Time
  3. Tap: Content & Privacy Restrictions
  4. Tap: iTunes & App Store Purchases
  5. Tap: Deleting Apps
  6. Tap: Allow

C. Clear you Caches:

Remembrance of data can keep thing afloat on you device's screen. So, see if clearing you caches help. Caches are created of remembrance of application use, so that it opens easier the next time they are opened. System Data (formerly called "Other") may fix this. So, try it, and report back the results: How to Clear "Other" in your iPhone's Storage - Use Backup
