Message colors when sending a text

On several web sites, I was told to turn off messages along with everything else, nothing works. What has after the last update (ios 17.6.1 when I send or try to send message to other I phones, the other phone color is green when it should be blue. Also all the text addresses I have that were blue is now all green. Especially my wife's I phone ADDRESS is now green. I have been on several sites on the internet, everybody has said the same, first turn off message, then turn back on, no work.

Wondering if you have tried restarting your iPhone: (Deletes temporary files, re-establishes connections, may update recent setting changes, and often restores order when something is not working as expected.)

Seems you may need to check that your wi-fi and internet connection is working ok.

If needed: Connect to Wi-Fi on your iPhone, iPad, or iPod touch - Apple Support

Seems SMS & MMS to Android users generally use cellular data (green message bubbles):

To check your cellular settings: See: Use cellular data on your iPhone or iPad - Apple Support

NB: cellular data rates may apply.

Generally, Messages uses wi-fi to send (blue-bubble) messages to and from Apple users.

NB: If wi-fi is not available messages go by cellular data, if it is turned on.

Go to Settings > Messages, check whether iMessage is on or has accidentally been turned off.

When iMessage is on

You can send an iMessage using a Wi-Fi connection when you don’t have access to mobile service.

The Recently Deleted feature saves deleted messages for up to 30 days.

When iMessage is off

When iMessage is turned off, features like message editing, message unsend and read receipts aren’t available. Messages are sent using SMS/MMS instead.

You can also use Wi-Fi Assist to automatically switch to cellular when you have a poor Wi-Fi connection.

Check if Wi-Fi Assist settings are on or off as you wish. More info: About Wi-Fi Assist - Apple Support
