How to make sure all documents and Photos go to iCloud to free my Mac's hard drive?

The Hard Drive on my Macbook Pro 2018 is only has 49.9GB if 500GB available. I have 1.79TB of iCloud storage - and I THOUGHT I had everything going optimized to go to iCloud - but apparently I don't. My Documents and Pictures are the biggest offenders - and there are some Documents and Photos stored in iCloud - but not all - what do I need to do to make sure all Documents and Photos go to iCloud to free my hard drive. Any help is greatly appreciated!
