About a week ago, I took my iPad Air 4 to an Apple Authorized repair shop to get a battery replacement. Apparently, they had to order two new batteries because both of them would not charge with the iPad so they ended up putting the old battery in. But now the old battery is not even charging and it keeps rebooting. What steps can I take to resolve this issue?

Either the old battery has failed completely, or the shop damaged the charging circuitry or failed to reconnect the battery properly. Your recourse is to take the iPad back to them and get them to fix it properly.

A week ago the technician from a different shop said So entire charging circuit needs to be replaced Charging ic chip
Battery ic chip
Power management chip
And battery . When he got everything, he said Hi still working on it i fixed the issues and then after 10 mins it went bad again . Any idea what else happened?
Clearly you have not used an Apple Authorised Service Provider (AASP) to fix your iPad. An Apple Authorised repair will not attempt component-level repairs, but will instead replace the entire logic board. As is, any manner of issues may have been introduced.
As your iPad has not been repaired by Apple or an AASP, you have forfeited all future support from Apple. Apple will not attempt to repair or provide ongoing support for any device that has been repaired by a third-party.
Sorry, but you are now very much on your own.
I was going to end up taking it somewhere else.
