Apple said in the Apple Event that if you trade in an iPhone 12s or higher you can get off $800 for an iPhone 16. And you can get $1000 off iPhone 16 Pro from trading iPhone 12 Pro or higher. Does this deal run through Apple themselves, or only carriers like AT&T and T-Mobile?

What Apple was referring to was through carriers and it's not lame as you suggest. The carriers offer these deals as they subsidize the cost of the new iPhone, in return for your loyalty for a period of time. If you don't want to be locked into a carrier deal, then the trade values Apple is offering directly apply as can be seen here --> Apple Trade In - Apple

It’s gotta be through a carrier. I just tried to trade in my 14 Pro in perfect condition and it would only give me $399 for it. Super lame and quite misleading.

I suspect this is through Apple...where you can buy direct from Apple or participating carriers.

That seems very high considering what the current trade in values for those phones. You will have to wait and see when the phone comes out what the trade-in values will be.
