I can’t find a setting on my Apple Watch SE to turn on a keyboard is it possible

Sorry, but the Apple Watch SE does not support a built in keyboard. But, there are 3rd party apps, for example FlickType, that will support a keyboard on the SE.

Adding on, only the Series 7 and later and the Ultra lineup have a built in keyboard, not the SE lineup.
The Apple Watch SE does not have a keyboard.

Though as Ingo2711 stated, FlickType is an excellent third party Watch keyboard app, you should look into it!
No but it just says that some apps are restricted randomly

i would love to but i cant all that my phone says is 'this app is unavailable due to restrictions' all i can say is oh that's sad but whatevs thx yall

Do you have Screen Time restrictions enabled, that may be preventing you from downloading certain apps.
