I can’t find a setting on my Apple Watch SE to turn on a keyboard is it possible

Sorry, but the Apple Watch SE does not support a built in keyboard. But, there are 3rd party apps, for example FlickType, that will support a keyboard on the SE.

Adding on, only the Series 7 and later and the Ultra lineup have a built in keyboard, not the SE lineup.

Though as Ingo2711 stated, FlickType is an excellent third party Watch keyboard app, you should look into it!
Do you have Screen Time restrictions enabled, that may be preventing you from downloading certain apps.
No but it just says that some apps are restricted randomly
