How to unlock an iPhone to use with a different carrier?

Mother-in-law bought 7 Pro on eBay. She’s on our family plan and her AT&T SIM card worked for several years. She upgraded the phone and now wants to use the 7 Pro on a service like Mint mobile or Consumer cellular. Unlock request denied because the phone is still registered to another account. Have no idea whose account. How can I find out or get around that to get the unlock.

Expanding on what Kurtosis said, only the carrier to whom a phone is locked can unlock it, and no carrier I know of will unlock a phone for anyone other than the person who had the service with them. This is one of the many dangers of buying a used phone, especially when the seller is not someone local so you can verify that the phone is unlocked and correctly working. Your mother-in-law will need work through eBay to return the phone and get her money back.
