If you deleted them from the Recently Deleted folder then they are gone for good. When deleting from this folder, you are met with a warning that continuing with the action will result in your photos being permanently deleted. That is exactly what will happen if you proceed.
Otherwise any deleted picture will stay in the Recently Deleted folder for 30 days in case you change your mind.
