We have over 100 ios devices all managed with Intune MD and signed in with managed Apple ID's. all of our apps for IOS devices are purchased through ABM and assigned within Intune as a VPP app.
I have searched everywhere I can for a reason as to why this pop up keeps happening despite not having any apps installed on our devices that isn't provisioned through ABM and MDM. Any help would be appreciated.

Just an update. the fix maybe to create a iOS/iPadOS : configuration to remove the apple store from the iphone. When i first created the configration i got an error that the config couldn't apply. So i wiped the phone via intune, waited bout an hour and re enrolled the device to Intune once more. I got a few errors here and there, but it did finally enroll, and I do not get the pop-up now. I will be monitoring this and post another update tomorrow.
If you run out of licenses for an app, this can result.
I have checked every app we have and aside from one app that lists as an ios store app instead of VPP app ( which we have set for all devices to uninstall and no devices are set to install it) every app has plenty of licenses available and we still get this pop up.
Does anyone have any insight on this issue? We are just starting to roll this out and am getting this same pop-up message. Yes, i have enough license requested in ABM. I've even created an intune configuration policy to remove the app store from the iphone. but still get the pop-up
We have had the app store removed from the beginning for other reasons but still get this message.
