Can I charge MacBook Air m1 with 70 w charger , what is th maximum charging power for it ?

Macs use the USB Power Delivery standard, meaning there is really no maximum. You could charge your MacBook Air with the 140 W brick if you wanted. You should not use a charger with too low a power output.
