So I lost my I phone 6se , and I just got a new iPhone 7se, I Had to create a new Apple ID and password so how do I get my Contacts off my old phone which I only know the email attached to it and I might know the Apple ID password but not sure how do I receive my contacts and **** I had on my phone?

No such things as an iPhone 6SE or 7SE exist.
It's either a 6s (no e), or an SE (no number). The iPhone 7 is just a 7 or 7 Plus, (No S or E).

Contacts are stored in the iCloud account. You would need to add the account to the new iPhone whatever it is, under Settings ➜ Contacts ➜ Accounts ➜ Add Account.

The combination email and password used in Settings on the iPhone, are the Apple ID
