I have old IPad 2 (bought in 2008), which didn’t use for a long time, now I’m trying to use it, but I cannot set it because my Apple ID is LOCK! I remember my email and password, phone number which were used for first setting of this IPad. Apple, why I cannot use my IPad, for which I paid?? Why you blocked my Apple ID? And how to unlock it?
of course, I lost my receipt of purchase of this iPad, it was more 10 years ago

If the message is saying Activation Lock, that is a security measure to protect accounts and devices. You absolutely must have the account information or a receipt if you wish to sign in on the device. Apple isn't targeting you specifically. It just can't distinguish you from a thief who may have stolen your iPad. The criteria apply to anybody trying to sign in, it's just that in most cases a valid user has no problem providing that information.
