no bluetooth connection MacBookPro 2019 (MacOS 14.6) with iPhone12 (iOS 17.6)

If I tap "settings" > "personal hotspot" on my iphone, I can set "allow access" and "maximize compatibility".

I have done that.

If I scroll down on that page I get advice (get help) "connect via WLAN, via bluetooth, via USB"

This advice says:

" 1. pair iPhone with computer. 2. tap on iPhone on "pairing" or enter the code , listed (shown) on your computer."

But I can not pair.

If I tap on "settings" > "bluetooth" , my MacBook is listed, but if I try to connect, that connection always fails.

And my Mac Book is only listed on my iphone , when I in parallel try to find an pair bluetooth devices from / on my MacBook.

And if I then try to pair both devices for bluetooth connection, I get the message on my iphone: "pairing failed. Bernd's MacBook is not supported".

yes, it works if I have wlan (wi-fi) or a USB cable (macbook-to-iphone) available. But if that is not the case, I need bluetooth for setting up the personal hot spot connection. Is that correct?
